Summary
......My brochure TO RAISE BULGARIAN SPIRIT!, printed in
March 1991 inseparably comprises an
alternative plan of the economical reform and an alternative project of the
Bulgarian
constitution. From this brochure I submit its
insignificantly changed commencement

RAISE BULGARIAN SPIRIT! 
, where the alternative
plan of the economical reform corresponds to that time. And the treatment ON THE BULGARIAN CONSTITUTION represents the
second part of the brochure, essentially improved in June 1997.

4.1.2.
NATIONALISM AND COSMOPOLITISM
Summary
......An analysis of human society and more especially of Bulgarian
communities is done for a contemporary determining of the notions of nationalism and of cosmopolitism, at which are also given correct definitions of the notions of people, nation, state, ethnic group and
of national minority. Since
a perspective future of mankind can be built only on the way of the rational, just
and wise balance between naturally opposing each other nationalism and
cosmopolitism, in each disturbing of this balance, conflicts in the development
of society arise. The examples considered for illustrating of these conflicts
lead to distinguishing the notions of ordinary
Mafia and state Mafia, as well.
The first variant of this treatment was
published with some changes in the newspaper of "Zora", 1994-06-28.
The second improved variant was published in the newspaper of "Novata
Kultura", 1997-05-19. The submitted variant of the treatment has been
updated.

4.1.3. DO NOT MISUSES THE
WORD MINORITY !
.
Summary
In the International Convenant on Civil and
Political Rights and especially in the Declaration on the Rights of Persons
Belonging to National or Ethnic, Religious and Linguistic Minorities are
insidiously mixed the notions of minority
and of national minority with the notions of all other kinds of
unminoritive and still less national minoritive communities in the state, that
mines its sovereignty. In the treatment is shown how the other countries
protect their own sovereignty in connection with the signing of the Framework
Convention for the Protection of National Minorities. A formulation is proposed
for the Declaration of the Bulgarian Parliament, by which the Convention is to
be ratified in accordance with the sovereignty of Bulgaria.
With
some changes this treatment was published in the newspaper of
"Continent", 1998-10-05. The submitted variant has been improved.

4.1.4. THE REAL COMPROMISE
Summary
The so-called "Linguistic Quarrel"
between the Republic of Bulgaria and the Republic of Macedonia is considered as
one of the examples of politicians that have missed the new realities after the end of the Cold War. On the basis of
plainly delimited and one-value determined notions of people and of nation, a formulation is proposed of a compromise joint declaration
between the two countries, which must
radically remove the mistrust between them.
This treatment was published in the newspaper
of "Continent", 1999-02-22, with some changes. Only a specified variant
is submitted here.

4.1.5. ON THE BULGARIAN
EDUCATIONAL SYSTEM
Summary
On the basis of a contemporary
comprehension of human essence and of the system of human cognition is
submitted a rational structure of the Bulgarian educational system for the
growing up from their birth to the age of twenty-four.
As a reaction against the arbitrariness
in the Theses for Development of the Education in Bulgaria of that time,
published in the materials of the jubilee scientific session of VNVSU Gen.
Blagoj Ivanov in 1982, this treatment is also a topical positive criticism of
other arbitrariness, that continue to this day in our educational system. The
submitted variant of the treatment has been improved.

4.1.6. THE SPECIALITIES OF
HIGER EDUCATION
Summary
The most general scheme of the socium
activity and a system of the higher educational institutions are submitted, that comprise the
most general professional directions in the spheres of socium activity. On the
basis of this scheme a perspective is outlined for the development of all
presently existing professional directions and specialities of higher education
in Bulgaria. Two proposals are made of the specialities in the Higher
Institution of Architecture and Building, for concretizing of the utmost broad
professional directions.
As a reaction against the arbitrariness
in the Project of MNP, SVO, On the Further Development and Reorganization of
Higher Education of that time, published in the annuals of VIAS, Sofia,
1987-1988, V.33, roll I, p.285, this treatment is also a topical positive
criticism of other arbitrariness, that continue to this day in our higher
educational institutions, already wrongly reduced to "schools". The
submitted variant of the treatment has been improved.

BULGARIAN EVOLUTIONARY PARTY (BEP)
Summary
I developed a programme and a statute of
Bulgarian Evolutionary Party at the beginning of 1990. At the beginning of
1993, I improved this treatment. I share the third improved treatment with the
hope that our nation is already ripened to derive the benefit from it.

4.1.8. HOW MUCH WE ARE NATIONALY UNRIPE
Summary
Here are gathered mainly
some of the treatments that were not published in spite of all my efforts, or
were published only parts of them, usually with considerable changes. I submit
them for discussion not only for the sake of their unimpaired topicality, but mostly for illustrating
of the pernicious auto-censorship in the media for mass information, as well as of the low
level of our national self-consciousness.
The treatment 4.1.8.1. THE
HARD ROAD OF THE BULGARIAN NATIONALISM 
remained unpublished.
The treatment 4.1.8.2. HOW
MUCH WE ARE UNRIPE was published with changes and shortenings in newspaper “24 Chasa” of
1997-05-10 and almost unchanged in newspaper “Novata Kultura” of 1997-07-21.
But despite publishing as well of the treatments 4.1.3. DO NOT MISUSE THE
WORD MINORITY!, with some changes in newspaper “Kontinent” of 1998-10-05,
and of 4.1.4. THE REAL COMPROMISE, with some changes in newspaper “Kontinent”
of 1999-02-22, they are well-known the unreal compromise on the “Linguistic
Quarrel” between the Republic of Bulgaria and the Republic of Macedonia, as
well as the factual acknowledging the presence of “national minorities” in
Bulgaria of the our Parliament by the way, in which it passed the Framework
Convention for the Protection of National Minorities.
